Seems Like A Simple Question...

"When there is a judgement against the owner of a property, when does it attach to the property and how long does it effect the title? "

In order for a judgement to be attached to the title it must be "docketed." If the debt holder never "dockets" the judgments it does not attach to the property. 

When it is docketed, it remains again the property for a period of 10 years from the date of the judgment, no the date it was docketed.
