You can purchase a property subject to matters on the title that you or the seller do not want to pay to clear at the time of conveyance. These include delinquent taxes, judgments, DNS charges, even mortgages.
You must understand that you are assuming responsibility for these charges, and that these items are specifically excepted in your Owner's Title Policy.
